UAE MPCI Enters Full Force October 1: New HBL, HS Code & Shipping Instruction Rules for Sea Freight

The UAE’s maritime advance cargo declaration regime is moving to full enforcement. According to a customer notice from Hapag-Lloyd, the grace period for the Maritime Pre-load Cargo Information (MPCI) program, operated by the UAE’s National Advance Information Center (NAIC), will expire on September 30, 2026, with full mandatory enforcement taking effect from October 1, 2026.

For carriers, freight forwarders and NVOCCs handling import, transshipment and FROB (Freight Remaining On Board) cargo involving UAE ports, the tightened requirements will impact booking, bill of lading and loading procedures across the entire shipment lifecycle.

Full Enforcement & Non-Compliance Consequences

MPCI is the UAE’s national pre-loading cargo information declaration system, which requires specified shipping data to be submitted prior to vessel loading. The industry has been operating under a transitional phase until now.

Hapag-Lloyd advises customers that missing, incomplete or inaccurate declaration data may result in:

  • “Do Not Load (DNL)” instructions
  • Cargo detention and holds
  • Loading restrictions
  • Regulatory penalties

Key Requirements for Forwarders & NVOCCs

1. HBL Filing Timeline & Status Rules

Under the final requirements, House Bill of Lading (HBL) declarations must be completed at least 24 hours before cargo is loaded at the last foreign port of call prior to entering the UAE.

Additionally:

  • Each HBL filing must be linked to its corresponding master bill of lading number.
  • The filing status must reach Assessment Complete (AC) before loading.

Failure to submit required HBL data may leave the associated master bill of lading in Pending Sub-Filing (PSF) status, and linked containers may be denied loading approval.

2. MPCI Party ID Required in Shipping Instructions

Beyond HBL filings, the MPCI Party ID has become a mandatory field in shipping instructions. This unique code is issued by NAIC to registered economic operators including shipping lines, freight forwarders and agents. Businesses that have not yet obtained an MPCI Code must complete a one-time registration through NAIC.

3. Bill of Lading Data Standards

For direct or non-LCL bills of lading, a 6-digit HS Code is also required for declaration. Shippers must also provide:

  • Full legal names and complete addresses of the shipper, consignee and notify party
  • Full container numbers and corresponding seal numbers
  • A clear, accurate and specific cargo description

Action Items to Complete Before October 1

MPCI is not simply an additional data form – it shifts cargo information declaration further upstream and ties filing status directly to subsequent loading approval.

For all cargo moving through UAE ports, businesses should confirm the following well ahead of the deadline:

  1. MPCI registration is complete and a valid MPCI Party ID has been obtained
  2. All required MPCI data fields are included in standard shipping instructions
  3. HBL declarations are submitted within the mandatory 24-hour pre-loading window
  4. Data is consistent across bills of lading, HS codes, container/seal numbers and cargo descriptions

With the transition period ending September 30, UAE MPCI will move into full, enforceable operation from October 1.
